Effective 4/6/2012:  Columbia Youth Football League is pleased to announce its partnership with National Center for Safety Initiatives, through which we will engage in a comprehensive background screening of our Staff and Coaches, including head and assistant coaches, in addition to all Officers and Members of the Board of Directors.

Columbia Youth Football League has taken important steps to ensure the highest level of safety within our programs. One of these steps is the implementation of a standardized approach to background screening for our staff and volunteers. This includes a comprehensive background screening program using NCSI’s Full Service product and a simple "Red Light/Green Light" clearance report issued in accordance with the criteria chosen by Columbia Youth Football League. 

In consideration of permission to serve CYFL as a volunteer coach, Officer or Member of the Board of Directors applicants shall agree to the Background Screening. All Applicants agree to voluntarily submit all relevant information as required in the Background Screening process of NCSI.

A Red Light determination shall effectively prohibit any volunteer from serving as: 1) a Coach in any capacity or 2) as an Officer or Member of the Board of Directors of Columbia Youth Football League.

The following are excerpts from the NCSI  FULL SERVICE DATA ACCESS AGREEMENT signed into agreement 04/06/2012:

A Red Light determination shall be issued based upon the following selected criterion:

SCHEDULE A - Criterion Offenses 

"Convictions for the five following crimes" will prompt a determination that an applicant ‘does not meet’ the criteria to serve a youth-serving organization:  

  • R1. Any felony (any crime punishable by confinement greater than one year)
    •  a. Defined on the basis of exposure for the offense for which the defendant was convicted, pled guilty or pled nolo contendere. If pled down, then the crime to which the defendant ultimately pled.  
    •  b. Defined as all crimes punishable by greater than one year in jail or prison, regardless of how characterized by jurisdiction. If range, alternate sentencing, or indeterminate sentencing, outer range > one year.
  • R2. Any lesser crime involving force or threat of force against a person. 
  • R3. Any lesser crime in which sexual relations is an element, including "victimless" crimes of a sexual nature (including pornography). 
  • R4. Any lesser crime involving controlled substances (not paraphernalia or alcohol).  
  • R5. Any lesser crime involving cruelty to animals."  

Additionally, NCSI will issue a Red Light determination for any disclosed criterion criminal offense and/or reported criterion criminal offenses that are in "pending" status.

Red Light/Green Light Determination:. Generally, within 10 business days of receipt of a request for information on an Individual for a Permitted Purpose in accordance with the terms of NCSI  FULL SERVICE DATA ACCESS AGREEMENT, NCSI shall inform an authorized representative of the CYFL based on information from databases and other searches performed at the request of the CYFL as to whether an Individual’s Record meets the criteria set forth in Schedule A at the time of the request and receives a "Green Light" or does not meet the criteria and receives a "Red Light". Upon issuance of a "Red Light" determination, NCSI shall send Individual a copy of the Record and a summary of the Individual’s FCRA rights as part of the investigation. (FCRA: Fair Credit Reporting Act)

Privacy: CYFL shall maintain the confidentiality of all information communicated by NCSI to CYFL regarding an Individual and shall restrict access to such information. CYFL may disclose such information to only those Officers who need to know such information in connection with the retention of a volunteer or Board Member and who agree in writing, prior to such disclosure, to maintain the confidentiality of such information for the benefit of NCSI.

In ordering a consumer report for background screening purposes using account-registration, CYFL certifies that it will: ... (iii) not use the information in violation of any federal or state equal opportunity law or regulation, and that, if any adverse action is to be taken based on the consumer report, authorizes NCSI on its behalf to send a copy of the report and a summary of the consumer's rights to the consumer and (iv) before taking an adverse action, and at other times as required by state law, direct NCSI to provide a copy of the report to the consumer as well as the summary of the consumer's rights.

CYFL will not share any Individual's personal information or determinations with any unauthorized persons.
